Since 2011, Alexei Lakhov has been working in different Russian and European NGOs in the field of HIV infection, viral hepatitis and substance abuse prevention. Alexei used to work as the Development Director of the largest Russian harm reduction program “Humanitarian Action” (Saint Petersburg), as well as the General Manager of the Harm Reduction NGOs Coalition “Outreach” (Tallinn, Estonia), and WHO Europe, UNAIDS, UNODC, HIV Legal Network, Coact consultant. Participated in several researches for peer-reviewed journals on new psychoactive substances and online harm reduction. Authored a web outreach manual for the UNODC Programme Office in Eastern Europe. From March 2024 to January 2026, Alexei was the Executive Director of EuroNPUD.

How can tobacco harm reduction be integrated into mainstream practice to reduce the harms of smoking for those most at risk – illicit drug users, those with poor mental health and others marginalised through economic and legal constraints? What are the obstacles to integration and how might we address and overcome these?
