Evan Winiger is a Principal Regulatory Scientist at Altria, where he leads research within Regulatory Affairs to generate strategic insight into the behavioral and public health impacts of tobacco and nicotine regulation. His work centers on evidence‑based research to inform regulatory decision‑making, with particular emphasis on flavored tobacco product restrictions, harm reduction, and the unintended behavioral consequences of tobacco policies. He conducts policy evaluation research using population‑level data to assess how regulatory actions influence consumer behavior and public health outcomes. Prior to joining Altria, he completed postdoctoral fellowships at the University of Colorado School of Medicine and the University of Colorado Boulder, where he conducted NIH‑funded research. He earned his Ph.D. in Behavioral Genetics from the University of Colorado Boulder.

More than a billion adults globally smoke combustible cigarettes. The harm caused can be reduced if individuals switch completely to smoke-free products. Availability of a wide range of options can accelerate their switching journey. However, access to products is being restricted by either outright bans or flavour restrictions. Whilst aimed at preventing underage use, this overlooks the needs of adults who smoke. This session will focus on a rigorous, evidence-based evaluation of whether product/flavour bans achieve the objective of reducing youth use of smoke-free products, without undermining adult smokers’ access to effective switching options.
