Jeannie is managing director of JCIC International Consultancy specialising in advocating for harm reduction policy. She was elected to the States of Alderney parliament, a UK Crown Dependency in March 2025 and became Chief Minister in January 2026. Jeannie was Assistant Director of the International Legal Section of the Australian Department of Prime Minister and Cabinet and is a specialist in treaty law with an LLM from King’s College London including a 2007 dissertation: Emerging International Public Health Issues – Human Rights, Harm Reduction and the FCTC. Jeannie attended all negotiating meetings to create the FCTC during 2001 and 2003. Jeannie is an active commentator on tobacco harm reduction, alternative nicotine product policy and therapeutic benefits of nicotine. She published on using optional protocols to international human rights treaties enabling individuals to take cases against domestic government policy preventing their right to the attainment of the highest level of human health.

Twenty years after the WHO’s Framework Convention on Tobacco Control came into force, has the treaty lost its way? According to Jeannie Cameron, the answer is yes. Cameron is a tobacco policy expert with a background in international law who observed the FCTC negotiations from the beginning. She says a treaty once focused on reducing smoking-related disease has morphed into a global system hostile to tobacco harm reduction. From NGO influence and prohibitionist thinking to the demonization of safer nicotine products, tobacco control has drifted far from its original purpose and now risks lives.
